Notice of Contractor Pre-Qualification for The Engineering, Procurement, Construction and Commissioning (“EPCC”) of Bio-Methanol Project for Gas Malaysia Berhad (“GMB”) in Tanjung Langsat, Johor

Malaysia Gas Malaysia Berhad (“GMB”) invites experienced and qualified local and international contractors to participate in the Pre-Qualification Exercise for the proposed Engineering, Procurement, Construction and Commissioning (“EPCC”) of its Bio-Methanol Project in Tanjung Langsat, Johor.

GMB, through its nominated subsidiary, will own and operate the bio-methanol facility, including managing the commercial aspect of bio-methanol trading.

The objective of this pre-qualification is to identify contractors with the necessary technical capabilities, financial standing, and relevant experience to be shortlisted for participation in the subsequent tender exercise for this project.

	Pre-Qualification Requirement	i. Bidder or JV/Consortium partner has experience as a Main EPCC Contractor in the successful execution of the following within the past 10 years: a. Minimum one Ammonia, Urea, or Methanol plant with a minimum project value of USD 100 million; and b. Minimum one EPCC downstream onshore project located in Malaysia with a minimum project value of MYR 300 million. ii. Bidder or JV/Consortium partner has valid registration under Construction Industry Development Board (CIDB) G7. iii. Bidder or JV/Consortium partner has established HSE Management System and Quality Management System.
	Pre-Qualification Documents	i. Pre-qualification documents can be purchased during office hours (8.30 a.m to 5.30 p.m) (Local time) from 21 May 2025 (Wednesday) to 27 May 2025 (Tuesday) at the following address: Group Procurement & Contracts Department Gas Malaysia Berhad No E-02-01 & E-02-02 (Block E) Sekitar 26 Enterprise, Persiaran Hulu Selangor Seksyen 26, 40400, Shah Alam Selangor Darul Ehsan, Malaysia ii. Pre-qualification documents will be issued to each contractor upon payment of a non-refundable fee of RM 5,000.00 in the form of Bank Draft or Company Cheque in favour of “Gas Malaysia Berhad” and crossed “Account Payee Only”. Money Order is not acceptable. iii. A Pre-Qualification briefing will be held online on 28 May 2025 (Wednesday). Only contractors who have collected the pre-qualification documents are qualified to attend the briefing.
	Document Submission	i. Fully completed pre-qualification documents are to be submitted to the same address not later than 12.00 noon (Local time) on 6 June 2025 (Friday). ii. All cost incurred by the contractor for the preparation and submission of this pre-qualification shall be entirely borne by the contractor. iii. Gas Malaysia Berhad reserves the right to accept or reject any or all application for this pre-qualification.
