Notice of Contractor Pre-Qualification for The Engineering Procurement Construction and Commissioning for Combined Heat and Power for Gas Malaysia Energy Advance Sdn Bhd

Gas Malaysia Energy Advance Sdn Bhd (“GMEA”), a joint venture company of Gas Malaysia Berhad, is inviting experienced and qualified local contractors to participate in a Pre-Qualification Exercise for the proposed Engineering, Procurement, Construction and Commissioning (“EPCC”) for Combined Heat and Power (“CHP”) project.


The CHP project will be implemented through an EPCC contract. GMEA intends to conduct a Pre-Qualification exercise to assess and shortlist competent EPCC contractors for the Gas Turbine and Gas Engine categories for the CHP project. The shortlisted contractors will be eligible for participation in tenders for future CHP projects under GMEA for a period of three (3) years.


The objective of this pre-qualification is to identify contractors with the necessary technical capabilities, financial standing, and relevant experience to be shortlisted for participation in the subsequent tender exercise for this project.

Scope of Work

To undertake Engineering, Procurement, Construction and Commissioning of Combined Heat and Power Projects for Gas Malaysia Energy Advance Sdn Bhd.


Pre-Qualification Requirement

i. The local company must have experience as a Main EPCC contractor that has successfully executed a minimum of one (1) Gas Turbine CHP project on its own or the JV/Consortium partner which has experience as Main EPCC Contractor for project with minimum RM20 million in past five (5) years.


ii. The local company must have experience as a Main EPCC contractor that has successfully executed a minimum of one (1) Gas Engine CHP project on its own or the JV/Consortium partner which has experience as Main EPCC Contractor for project with minimum RM20 million in past five (5) years.


iii. Bidder is allowed to invite an international company as a JV partner. iv. Contractor has valid registration under Construction Industry Development Board (CIDB) G7. v. Has established HSE Management System and Quality Management System.


Pre-Qualification Documents

i. Pre-Qualification documents can be purchased during office hours (8.30 a.m to 5.30 p.m) (Local time) from 30 March 2026 (Monday) to 16 April 2026 (Thursday) at the following address:

No E-02-01 & E-02-02 (Block E) Sekitar 26 Enterprise, Persiaran Hulu Selangor Seksyen 26, 40400, Shah Alam, Selangor Darul Ehsan, Malaysia.


ii. Pre-Qualification documents will be issued to each contractor upon payment of a nonrefundable fee of RM 1,200.00 in the form of Bank Draft or Company Cheque in favour of “Gas Malaysia Berhad” and crossed “Account Payee Only”. Money Order is not acceptable.


iii. A Pre-Qualification briefing will be held at Gas Malaysia Berhad, Sekitar 26 Enterprise at Seksyen 26, Shah Alam on 02 April 2026 (Thursday). Only contractors who have collected the pre-qualification documents are qualified to attend the briefing.


Document Submission

i. Fully completed Pre-Qualification documents are to be submitted to the same address not later than 12.00 noon (Local time) on 16 April 2026 (Thursday).


ii. All cost incurred by the contractor for the preparation and submission of this prequalification shall be entirely borne by the contractor.


iii. Gas Malaysia Berhad reserves the right to accept or reject any or all application for this Pre-Qualification.
